California to vote on abolishing death penalty on same day as US election

If Proposition 62 passes on Tuesday, the state with the biggest death row in the US could join the long list to abandon or suspend their death penalty. Life without parole would replace it.

The state has executed just 13 people since the death penalty was reinstated in the US in 1976. None have taken place for a decade.
